Tier 1, “Firmly pro-Israel”
Author of the Ending Subsidies for Pro-Terrorist Activity on Campus Act (H.R.6419, Nov 2023), which would write the IHRA definition of antisemitism into colleges' federal security reporting and bar campus support for designated terrorist groups, and, as an Education subcommittee chairman, convener of a May 2024 hearing on antisemitism in K-12 schools. An original cosponsor of the November 2023 Israel-only supplemental, he said “we must guarantee that our ally has all the weapons and support they need to annihilate bloodthirsty Hamas,” and after a 2024 delegation trip on which he met Netanyahu he said “We cannot abandon Israel in her darkest hour”; he was also an original cosponsor of Ryan Zinke's SAFE Act (Nov 2023), which would deny visas, asylum and refugee status to every holder of a Palestinian Authority passport. He voted for the April 2024 package, the Tlaib censure, H.Res.894, the Antisemitism Awareness Act (which he cosponsored), the bill forcing delivery of the paused bomb shipment, both ICC sanctions bills, the ban on citing Gaza Health Ministry casualty figures and the September 2026 college anti-boycott bill, and against the Greene and Massie cuts; his one split, a Nay on the February 2024 Israel-only supplemental, came with no public explanation that has surfaced. Asked in iVoterGuide’s 2026 general-election questionnaire whether the U.S. relationship with Israel is important, Bean answered: “Israel is the only democracy in the Middle East, and the success of its military operation is vital to our national security. When Israel is safer, America is safer. When Israel is stronger, we are stronger.” In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.
A clean 1. Authoring a campus bill built on the IHRA definition and chairing a hearing on antisemitism in schools are leadership acts of the kind that separate a champion from a reliable vote, alongside “annihilate bloodthirsty Hamas” and support for every other Israel measure tracked. His February 2024 Nay is unexplained but not a step toward withholding weapons: he cosponsored and voted for the November 2023 supplemental, voted for the April 2024 package and opposed the Greene and Massie cuts. There is no concern for Palestinian civilians in his own words. Counter-case: 1/2 if H.R.6419 and the hearing are read as campus-antisemitism work rather than Israel leadership.
