Addison McDowell

R · U.S. House, NC-6 · Tier 1

Tier 1, “Firmly pro-Israel”

Position

First-term member (2025) who writes measures aimed at Palestine-solidarity protest: his Unmasking Hamas Act (H.R.2065, Mar 2025) would increase penalties, up to 15 years in prison, for people who wear masks while violating others’ constitutional rights, aimed at what his office calls “Hamas-inspired protests” — “These masked cowards are running wild, terrorizing students and communities to push their antisemitic hate—enough is enough.” After two Israeli embassy staffers were killed in Washington he led H.Res.447 (May 2025), saying “When a movement sympathizes with terrorists, we shouldn't be surprised when that same movement produces actual terrorists.” He voted for the January 2025 ICC-sanctions bill and against the 2025 Greene and 2026 Massie cuts, and did not vote on the September 2026 anti-boycott bill.

Why this tier

A clean 1. McDowell’s leadership is legislative: he wrote the Unmasking Hamas Act, which brands masked Palestine-solidarity protest as Hamas activity and sharpens criminal penalties for it, and he led the House resolution after the embassy killings, using it to cast the protest movement as a producer of “actual terrorists.” That is authored legislation plus a hardline framing of the movement, with no expressed concern for Palestinian civilians. Counter-case: a 1/2 if both measures are read as domestic protest and antisemitism bills rather than Israel leadership; as a 2025 arrival he has few Israel votes, and he missed the 2026 anti-boycott vote.
