Adrian Boafo

Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”
Steny Hoyer’s former campaign manager, endorsed by Hoyer to succeed him, and an Oracle lobbyist; AIPAC-backed, won a 24-candidate field for Hoyer’s open seat amid ~$12M in AIPAC + crypto spending; declined to call Israel’s actions genocide. His campaign pledged to “mobilize humanitarian aid for Palestinian civilians” alongside “ensur[ing] Israel has the security assistance it needs to defend itself against Hamas and other terrorist threats.” In the Maryland House he sponsored an ADL- and Urban League-backed “masked intimidation” bill, framing it as post-October 7 solidarity with the Jewish community.
A 1/2, on a thin record: one platform plank and a news report. Boafo, the Democratic nominee for Steny Hoyer’s open seat, has no federal record. The only words of his on Palestinian civilians found on the record are a plank to “mobilize humanitarian aid for Palestinian civilians,” which follows directly on a pledge to “ensure Israel has the security assistance it needs to defend itself against Hamas and other terrorist threats,” and Drop Site News reports that he declined to call Israel’s actions in Gaza a genocide. UDP, AIPAC’s super PAC, spent $5,734,013 supporting him in 2026. In the Maryland House he sponsored a 2025 bill against “masked intimidation,” part of an ADL and Urban League campaign, which he presented as solidarity with the Jewish community after October 7; Jewish Insider reported that it was written in response to masked protesters “from across the political spectrum.” Counter-case for 2: the aid plank is his own commitment to Palestinian civilians, whatever sits beside it.
