Tier 3, “Pro-Israel, critical”

Position

One of the earliest House backers of a ceasefire: she cosponsored Cori Bush’s Ceasefire Now resolution (H.Res.786) on Oct 19 2023, three days after it was introduced, and in April 2024 signed the Pocan–McGovern–Schakowsky letter urging Biden “to withhold this and any future offensive arms transfers” after the World Central Kitchen strike; in August 2025 she signed the Pressley–Pettersen letter urging Secretary Rubio to press Israel to allow a surge of aid into Gaza, above all infant formula. She cosponsored Block the Bombs on Jan 27 2026 (61st of 82) and, explaining her No on the July 2026 Massie amendment, said she had done so “to end the shipment of destructive weapons to Israel” but that the amendment was “the wrong vehicle.” She voted against the Israel-only H.R.7217 (Feb 2024) because it “funds Israel’s offensive operations in Gaza, with no humanitarian assistance for the victims of war, nor military aid for our besieged Ukrainian allies,” and against the bill to force the paused bomb shipment, both ICC-sanctions bills and the 2026 anti-boycott bill, but for the April 2024 aid package, H.Res.894, the “river to the sea” resolution and the Antisemitism Awareness Act; in April 2024 she said Iran’s attack “demonstrates why America supports Israel's right to defend itself.”

Why this tier

A 3. Block the Bombs, her one cosponsorship aimed at the weapons, is explained in her own words in July 2026: she joined it “to end the shipment of destructive weapons to Israel” (January 2026, 61st of 82). It follows early ceasefire advocacy: in October 2023 she cosponsored the Ceasefire Now resolution, which drew only 18 House cosponsors, and in April 2024 she co-signed the letter urging President Biden “to withhold this and any future offensive arms transfers” after the World Central Kitchen strike. Against that, her votes kept the pro-Israel frame: Yea on the April 2024 aid package two weeks after that letter, and on H.Res.894, which declared anti-Zionism antisemitism, the “river to the sea” resolution and the IHRA-based Antisemitism Awareness Act. She voted No on the July 2026 Massie amendment, calling it too broad and “the wrong vehicle,” and has not used the word genocide. Counter-case both ways: 3/4, if the 2024 letter counts as a second step; 2/3, if a signature that came eight months after the bill’s introduction is weighed against those four votes.
