Andrew Garbarino
R · U.S. House, NY-2 · Tier 1
Tier 1, “Firmly pro-Israel”
NY-2 incumbent; chairs the House Homeland Security Committee (since Jul 2025). Voted Yea on the $17.6B Israel Security Supplemental (H.R.7217, Feb 2024) and co-issued the NY-GOP statement condemning Jeffries and 165 Democrats for voting against it; cosponsored the Hamas financing bill (H.R.340, 118th Congress); was an original cosponsor of the May 2024 bill to force delivery of the paused bomb shipment (H.R.8369) and voted for it; AIPAC-listed. A genuine moderate on domestic issues (backed background checks, the Respect for Marriage Act, opposed overturning 2020) but firmly pro-Israel. He also cosponsors the Stand with Israel Act, a UN-defunding and anti-bias bill, and co-leads Israel legislation of his own: he is the first-named original cosponsor, with Josh Gottheimer, of the U.S.-Israel Anti-Killer Drone Act (H.R.4709, 2023; H.R.7178, 2026) and co-introduced a 2021 U.S.-Israel cybersecurity bill with Jim Langevin. In October 2023 he led, with Jared Moskowitz, a letter asking George Washington University to investigate after its Students for Justice in Palestine chapter projected messages on a campus building. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.
A 1 on Israel legislation he co-leads. He is the first-named original cosponsor, with sponsor Josh Gottheimer, of the U.S.-Israel Anti-Killer Drone Act (H.R.4709 in 2023; H.R.7178 in 2026), which would expand joint U.S.-Israel counter-drone programs, and in 2021 he introduced a U.S.-Israel cybersecurity bill with Jim Langevin that his office says the House passed as a defense-bill amendment. In October 2023 he and Jared Moskowitz led a letter calling on George Washington University to “launch an investigation” after its Students for Justice in Palestine chapter projected messages on a campus building. Every tracked Israel vote he cast is pro-Israel, he was an original cosponsor of the May 2024 bill forcing delivery of the paused bombs, and no concern for Palestinian civilians appears in his record. Counter-case: a 1/2, since he is formally a cosponsor of all three bills, which build joint programs rather than take up the war.
