Andrew Hevesi

D · New York State Assembly, District 28 · Tier 1/2

Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

A2139-A (IHRA codification) cosponsor, a signatory of the October 2023 “New York Legislators Stand With Israel” letter, and a recorded Aye when the bill cleared the Codes Committee 20-0 on June 9, 2025. He cosponsors Charles Lavine’s anti-boycott bill (A4434, 2025), which bars state purchasing from and investment in companies boycotting Israel, and from October 2023 he and Sen. Michael Gianaris rallied more than 60 colleagues, through sign-on letters, behind security grants for nonpublic and religious schools — a push his May 2024 release ties to “growing antisemitism and Islamophobia.” His Assembly press releases say nothing on Gaza or Palestinian civilians. Won the June 23, 2026 Democratic primary 7,096 to 944 (87.8% of the 8,081 votes cast) against Jonathan Rinaldi, certified by the NYC Board of Elections on July 14, 2026.

Why this tier

A 1/2 on the Dinowitz pattern, with an unusual profile: concrete legislative acts — cosponsoring the IHRA and anti-boycott bills, and a recorded committee Aye — and public silence on Gaza. The acts are current and on the government record, which is more than a stale statement, but what he led is communal school-security funding, not Israel policy, and nothing in his record addresses Gaza or Palestinian civilians. Silence is not daylight: nothing in the record shows humanitarian concern, so it does not pull him toward 2 on the merits.
