Andy Harris

R · U.S. House, MD-1 · Tier 1/2

Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

An original cosponsor of the November 2023 Israel-only supplemental (H.R.6126), saying “The radical Islamic terrorist group Hamas must be eliminated by Israel after their genocidal actions,” and of Ryan Zinke's SAFE Act (H.R.6211, Nov 2023), which would deny visas, asylum and refugee status to every holder of a Palestinian Authority passport. He voted for both Israel-only supplementals (Nov 2023, Feb 2024), the Tlaib censure, H.Res.894, the Antisemitism Awareness Act, the bill forcing delivery of the paused bomb shipment, ICC sanctions (Jun 2024), the ban on citing Gaza Health Ministry casualty figures and the September 2026 college anti-boycott bill, and against the 2025 Greene and 2026 Massie cuts. His one vote against Israel aid, a Nay on the April 2024 package (H.R.8034), came with no public explanation that has surfaced; AIPAC shut off donations to him through its site afterward but endorses him in 2026. After Iran's October 2024 missile attack he said “Israel is in a fight for its very existence” and “The United States must continue to stand with Israel as it fights for its very survival.” In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel. At his Oct 13, 2026 League of Women Voters forum with Democrat Dan Schwartz in Cambridge, Md., WYPR reported that Harris opposes a two-state solution, and he said: “It’s Israel, by the way. There is no country Palestine.”

Why this tier

A 1/2, not a clean 1. The April 2024 Nay is not a step toward withholding weapons: he cosponsored and voted for the November 2023 Israel-only supplemental, voted for the February 2024 one and backed every other Israel measure tracked that he voted on while opposing the Greene and Massie cuts, and no explanation for the Nay has surfaced, so the record assigns it no motive. There is no concern for Palestinian civilians in his own words — his name is on a bill to shut out every Palestinian Authority passport holder, and at an October 2026 forum he rejected a Palestinian state (“There is no country Palestine”) — which rules out a flat 2. There is no leadership on the issue: he has written no Israel legislation, and his brand as House Freedom Caucus chairman (by October 2024) is fiscal, not Israel. Counter-case: a clean 1 if the SAFE Act cosponsorship is read as hardline leadership, though it is a signature on another member's bill.
