Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

~$507K in AIPAC-bundled money since fall 2023 — over $800K career (the only MN Democrat on AIPAC's incumbent-promotion page); distanced herself during the Senate race — her campaign staffers told DFL delegates “AIPAC hasn’t spent a dime in this race” — without renouncing the past funds. Backs Israel aid — one of 16 Democrats who voted to force Biden to deliver withheld weapons (2024) — and crossed to sanction the ICC both times (Yea on H.R.8282 and H.R.23). Criticizes Netanyahu but has not said 'genocide'; DMFI-endorsed. Lost the Aug 11, 2026 DFL Senate primary to progressive, anti-AIPAC Lt. Gov. Peggy Flanagan. Said Gaza starvation is “not acceptable” (July 2025). She welcomed the January 2025 ceasefire deal for bringing “much-needed humanitarian assistance to the innocent Palestinians suffering in Gaza.” In January 2024 she signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A 1/2: a long pro-Israel record with daylight only from 2025 on. Through early 2025 every tracked vote and letter points to the pro-Israel end: she was one of 12 Democrats for the November 2023 Israel-only bill, one of 22 to censure Rashida Tlaib and one of 16 to force delivery of the paused bombs, backed the IHRA bill, the ban on citing Gaza Health Ministry figures and both ICC-sanctions bills, and signed the January 2024 letter rejecting South Africa’s “charge of genocide.” She voted against the Greene (2025) and Massie (2026) cuts to Israel’s military aid and took $606,539 through AIPAC’s PAC over three cycles. Her daylight came later: in July 2025 she said “children, families, innocent civilians, doctors and journalists are starving,” and in 2026 she cosponsored the West Bank Violence Prevention Act and voted for a Lebanon war-powers resolution and against the college anti-boycott bill, but she wrote no Israel bill, led no letter and cast no vote to limit weapons. Counter-case: a flat 2, since her July 2025 words press Israel’s government with no self-defense framing.
