Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Armed Services and Intelligence Republican, on the Rules Committee since April 2024, who attended Netanyahu’s July 2024 address to Congress and said “America stands strong behind Israel as they defend themselves from Hamas terrorists.” In March 2024 he objected to Biden’s Gaza aid pier because it meant “sending U.S. soldiers to a territory that is controlled by Iranian proxies.” He voted for every tracked Israel measure he was present for — the November 2023 and February 2024 Israel-only supplementals (cosponsoring both, the first as an original cosponsor), the April 2024 package, censuring Tlaib, H.Res.894, the Antisemitism Awareness Act, the bill forcing delivery of paused weapons (as an original cosponsor), both ICC-sanctions bills and the September 2026 anti-boycott bill — and against the Greene (2025) and Massie (2026) cuts; he missed the November 2023 vote on H.Res.888.

Why this tier

A 1/2, not a clean 1. The record is zero-daylight — every tracked vote he cast and original cosponsorships of the November 2023 Israel supplemental and the 2024 bill to force delivery of the paused weapons — and his only Gaza remark opposed the aid pier as a risk to US troops, with no word for Palestinian civilians, so a flat 2 is out. There is no leadership on the issue: his only sponsored measures touching the topic are procedural Rules Committee resolutions, and his public profile is agriculture and defense. Counter-case: the record is thin — two Israel-related statements in about 60 releases since October 2023 — so a later statement could move it.
