Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Virginia Republican who has voted for every tracked Israel measure — the Israel-only supplementals of November 2023 and February 2024 and the April 2024 package, the censure of Rashida Tlaib, H.Res.894, the May 2024 Antisemitism Awareness Act and bill to force the paused bomb shipment, both ICC-sanctions bills (Jun 2024, Jan 2025; he cosponsored both, the second as an original cosponsor), the June 2024 amendment barring use of Gaza Health Ministry casualty figures and the September 2026 college anti-boycott bill — and against the 2025 Greene and 2026 Massie cuts. In January 2026 he told constituents he was “proud to secure concrete wins” in the State Department spending bill, “including ending funding for United Nations Relief and Works Agency for Palestine Refugees (UNRWA).” He has tied his university-funding bills to the campus protests, introducing one in May 2024 “following disturbing antisemitic protests at U.S. colleges across the nation,” though the bills themselves target diversity programs and research overhead, not Israel.

Why this tier

A 1/2. A zero-daylight voting record and no authored Israel legislation — his university bills invoke the campus protests but legislate on diversity programs and research costs — so he has not led on the issue the way the members at 1 have. Far from concern for Gaza's civilians, he claimed the cutoff of UNRWA funding during the genocide as a personal win (Jan 2026). Counter-case: a clean 1 if securing the UNRWA cutoff in an appropriations bill is counted as leading on Israel policy.
