Bernard Flowers

R · U.S. House, MD-3 · Tier 1/2

Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

A retired Air Force lieutenant colonel and former Defense Department civil servant from Elkridge, he won the June 2026 GOP primary; his platform centers on affordability, fiscal discipline, immigration, education and term limits, and his 2024 campaign site called in general terms for ending endless wars. Asked in iVoterGuide’s 2026 general-election questionnaire whether the U.S. relationship with Israel is important, Flowers answered: “Yes, America’s relationship with Israel is very important — but it must be based on shared strategic interests, not unconditional blank checks. My support is America First, not Israel First. Continue military aid that benefits both nations”. In an October 13, 2025 statement for the Project 21 network he praised the Gaza ceasefire for “delivering real wins for Israel” after what he called “a righteous response that has decimated Hamas’s capabilities.”

Why this tier

A 1/2, on a thin record: one questionnaire answer and one 2025 statement on the Gaza ceasefire. Asked by iVoterGuide in 2026 whether the U.S. relationship with Israel is important, Flowers called it “very important” and said “Continue military aid that benefits both nations.” He frames it as “America First, not Israel First” and rejects “unconditional blank checks,” but the policy he states is continued military aid, with no word in that answer on Gaza or Palestinian civilians. His 2026 Baltimore Sun and Ballotpedia questionnaires never mention Israel or Gaza. In an October 13, 2025 statement for the Project 21 network he praised the Gaza ceasefire for “delivering real wins for Israel,” called Israel’s war in Gaza “a righteous response that has decimated Hamas’s capabilities” and welcomed “hostages coming home and aid flowing in.” His other foreign-policy notes are general non-interventionism — in the iVoterGuide questionnaire, the view that the U.S. “has become too involved in others’ policies”; a call on his 2024 campaign site to end endless wars; and a 2022 survey answer that war should be used only to defend the country and its allies. There is no leadership on the issue: no vote, bill or other act on Israel is on record. Counter-case: unrated, if the America First frame is read as the substance of the answer.
