Bill Keating

D · U.S. House, MA-9 · Tier 2/3

Tier 2/3, between “Mainstream pro-Israel” and “Pro-Israel, critical”

Position

Senior Foreign Affairs Democrat who co-led, with Madeleine Dean, a March 2024 letter to President Biden signed with 60 colleagues that voiced concern over the Netanyahu government's “disregard for the well-being of civilians” and urged a negotiated stop to the fighting, greater oversight of U.S.-funded arms “to verify compliance with domestic and international law,” and a Palestinian state. He co-led Jayapal's June 2025 Gaza humanitarian-aid resolution (“The humanitarian crisis in Gaza is dire and devastating… the U.S. must immediately do more to end the suffering in Gaza”), warned in August 2025 that Israel's planned occupation of Gaza City “will only endanger hundreds of thousands of innocent Palestinians who will again be displaced,” and cosponsored the West Bank Violence Prevention Act (Sep 2025). He voted Aye on the July 2026 Massie amendment to strip Israel's military financing and against the September 2026 anti-boycott bill, the 2024 bill to force the paused bomb shipment (H.R.8369) and both ICC-sanctions bills, but for the April 2024 aid package, H.Res.894 and the Antisemitism Awareness Act. He has also cosponsored the U.S.-Israel Defense Partnership Act (H.R.1229), which would deepen U.S.-Israel military cooperation and extend the stockpile of U.S. weapons kept in Israel for its use until January 2029, since March 2025. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel, and in April 2024 the Gottheimer–Wilson letter urging Speaker Johnson to give the Senate’s aid package “an immediate vote” to “ensure critical aid is delivered to Israel.”

Why this tier

A 2/3. He backs two states and voted for the 2024 aid package, but his record criticizes the conduct of the war and has taken a step toward limiting weapons: the March 2024 letter he co-led faulted the treatment of civilians and asked for oversight of U.S.-funded arms to verify they are used lawfully, and his August 2025 statement opposed the Gaza City offensive. He also signed the November 2023 letter urging humanitarian aid for Gaza, the March and April 2025 letters demanding answers on the detention of Columbia students Mahmoud Khalil and Mohsen Mahdawi, and the September 2025 letter against West Bank annexation; in July 2026 he voted to strip all of Israel's military financing, a vote he has not explained. His concern for Palestinian civilians is in his own words and free of self-defense framing. Short of a flat 3: he has cosponsored no conditioning bill (no Block the Bombs, no Ceasefire Compliance Act), voted H.Res.894 and the Antisemitism Awareness Act, and has not publicly explained the Massie vote; the counter-case for a flat 3 is that a vote to cut all military financing plus a co-led arms-oversight letter is more than a single step.
