Blake Moore

R · U.S. House, UT-2 · Tier 1/2

Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

House Republican Conference vice chair whose Israel record was set in October 2023. Days after the attack he said Israelis “are fully justified in using whatever forceful means necessary to stop the violence and ensure this never happens again” and urged Congress to “heavily scrutinize future aid packages for the Palestinian Authority”; on Oct 18 he led a 107-member letter, with Democrat Dan Goldman, urging Egypt to help set up safe zones in southern Gaza with aid corridors “until the civilian population is able to return to the north of the Strip,” a letter that also asserted Israel’s operations “are designed to avoid civilian casualties.” He has voted for every tracked Israel measure — the 2023–24 aid bills, H.Res.894, the May 2024 bill forcing delivery of the arms Biden paused, both ICC-sanctions bills and the September 2026 anti-boycott bill — and against the 2025 Greene and 2026 Massie cuts.

Why this tier

A 1/2, not a clean 1. Moore’s votes show no daylight, and his letter’s concern for “the rapidly growing humanitarian crisis in Gaza” is framed entirely around Hamas’s brutality, alongside unequivocal support for Israel’s right to defend itself and the claim that its operations avoid civilian casualties — so it is not concern of his own for Palestinian civilians. Leading that letter is not the kind of pro-Israel leadership the members at 1 show, and he has written no Israel legislation. Counter-case: a clean 1 if “whatever forceful means necessary” is read as hardline; toward 2, the Egypt letter is a substantive Gaza-civilian initiative that he led, though it framed the safe zones around Israel’s warnings to leave northern Gaza.
