Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”
Voted for every tracked Israel measure — both Israel-only supplementals (H.R.6126, Nov 2023; H.R.7217, Feb 2024), the April 2024 package (H.R.8034), the bill to force the paused bomb shipment (H.R.8369, May 2024, as an original cosponsor), both ICC-sanctions bills, H.Res.894 and the September 2026 college anti-boycott bill — and against the 2025 Greene and 2026 Massie amendments to cut Israel’s military aid. After October 7 he said the United States “must stand shoulder-to-shoulder with our greatest ally in the Middle East as they defend themselves from this abhorrent and unjust attack on their people” (Oct 2023), and he led the Ohio delegation’s letter of support to Ohio Jewish communities, which pledged “military, economic, and humanitarian aid to support those impacted by the terrorist attacks” (Oct 2023). He also joined a 25-member letter demanding that TikTok act against “terrorist propaganda and antisemitic content,” which cited the reach of #freepalestine videos (Nov 2023). In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel. Answering a voter question on the Iran war in an Advertiser-Tribune candidate Q&A published Oct 26, 2026, he wrote that “Iran’s main objective is to wipe out the state of Israel, our greatest ally in the Middle East and the only democracy in the region.”
A 1/2, not a clean 1. The votes are zero-daylight — every Israel measure, including the bill forcing delivery of the paused bomb shipment and both ICC-sanctions bills, and No on both amendments to cut Israel’s military aid — and his statements stay inside the frame of Israel defending itself; the delegation letter’s humanitarian pledge was addressed to Ohio’s Jewish communities about those harmed on October 7, not to Palestinian civilians, so nothing points to a flat 2. There is no leadership on the issue: he has written no Israel legislation, the letter he led was a statement of solidarity rather than Israel policy, and his campaign site carries no platform on Israel. Counter-case: leading the delegation letter could be weighed toward 1 only if solidarity letters count as leadership; nothing in the record argues for 2.
