Tier 1, “Firmly pro-Israel”

Position

As a Missouri state senator he wrote and passed the state’s anti-BDS law, SB 739, the “Anti-Discrimination Against Israel Act” (2020), which bars public contracts with companies that boycott Israel; as introduced, his bill also covered boycotts of goods from Israel or “territories under its control,” language absent from the enacted law. His campaign site still lists the law under “Standing With Israel.” In Congress since January 2025 he voted for ICC sanctions (Jan 2025), against the 2025 Greene and 2026 Massie amendments to cut Israel’s military aid, for final passage of H.R.8595 and for the September 2026 college anti-boycott bill; his House press releases do not address Israel or Gaza.

Why this tier

A clean 1, on the strength of his anti-BDS authorship. Writing and passing Missouri’s law to penalize boycotts of Israel — in a version that, as introduced, also covered goods from “territories under its control” — is the kind of personal anti-BDS leadership that marks a 1 rather than a reliable vote, and he still campaigns on it. His congressional votes are zero-daylight and no concern for Palestinian civilians surfaced. Counter-case: a 1/2 if a 2020 state-level act is not weighed as current leadership, since his House record so far is votes and an original cosponsorship of a May 2025 resolution condemning antisemitism after the killing of two Israeli Embassy employees in Washington.
