Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Voted for every tracked Israel measure since October 2023 — both Israel-only supplementals (H.R.6126, Nov 2023; H.R.7217, Feb 2024), the April 2024 package (H.R.8034), the bill to force the paused bomb shipment (H.R.8369), both ICC-sanctions bills, H.Res.894, the censure of Rashida Tlaib and the September 2026 college anti-boycott bill — and against the 2025 Greene and 2026 Massie amendments to cut Israel’s military aid. He cosponsored H.R.7217, H.R.8369 (as an original cosponsor), both ICC-sanctions bills (H.R.23 as an original cosponsor), a May 2024 bill giving Congress oversight of any change to arms sales to Israel, the Stand with Israel Act (2024), the U.S.-Israel Defense Partnership Act (2025) and the U.S.-Israel FUTURES Act (2026), and co-signed Young Kim’s November 2023 letter demanding that UN Women condemn Hamas’s sexual violence. None of his own press releases since October 7 addresses Israel or Gaza — his last Israel statement there is the July 2023 Minnesota Republican delegation pledge to “strengthen the U.S.-Israel relationship” — and his campaign platform has no Israel plank. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel. The nearest is an Oct 22, 2026 joint statement with Tom Emmer, Michelle Fischbach and Pete Stauber condemning commentator Hasan Piker’s scheduled appearance with Ilhan Omar, which says Piker “declared he would vote for Hamas over Israel” and that “Antisemitism, hatred, and the glorification of terrorism and political violence have no place in Minnesota or anywhere in the United States,” and calls it “deeply troubling” that Omar would “elevate someone with his record.”

Why this tier

A 1/2, not a clean 1, on votes and cosponsorships. The record is zero-daylight — every tracked vote and more than a dozen pro-Israel cosponsorships, including the two bills written to undo the May 2024 bomb pause — but cosponsoring is not leadership, and he has authored no Israel legislation, holds no caucus role and has no hardline brand. Nothing found in his own words expresses concern for Palestinian civilians, and his only Israel statement on his House site predates October 7. Counter-case: none on the present record.
