D · U.S. House, CA-32 · Tier 1

Tier 1, “Firmly pro-Israel”

Position

Among the most pro-Israel House Democrats; co-chairs the Congressional Israel Allies Caucus and led the June 2025 resolution backing Israel’s strikes on Iran; voted for both 2024 Israel aid supplementals. On the third anniversary of October 7 he denied the genocide in his own words, deriding “the manufactured and libelous accusation of genocide” and urging the United States to “reject this disinformation campaign and remain steadfast in supporting Israel’s security” (Oct 7, 2026). His own statements also voice concern: in July 2025 he condemned “the heinous recent terrorist murder by extremist Israeli settlers of Sayfollah Musallet, a young Palestinian American,” saying “All settlement outposts in Area B … should be dismantled”; in August 2025 he said “The ongoing hunger crisis in Gaza is tragic” and that Israel, the UN and NGOs “must work to surge humanitarian aid to the people of Gaza”; and in September 2026 he warned that “Ben-Gvir in the cabinet is an existential threat” (Jerusalem Post). In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A 1, on his leadership. He co-chairs the Congressional Israel Allies Caucus and in June 2025 led, with Claudia Tenney, the resolution praising Israel’s strikes on Iran as preemptive and proportional. He voted for both 2024 Israel aid supplementals, signed 2024 letters seeking terror sanctions on UNRWA staff and warning the UN against downgrading Israel, and in October 2026 called the genocide a “manufactured and libelous accusation.” His own words carry concern too, beside his votes to keep Israel armed. In July 2025 he called the killing of Sayfollah Musallet, a Palestinian American, by Israeli settlers a “terrorist murder” and said Area B outposts “should be dismantled”; in August 2025 he called Gaza’s hunger crisis “tragic” and said Israel, the UN and aid groups “must work to surge humanitarian aid”; in September 2026 he warned that “Ben-Gvir in the cabinet is an existential threat,” adding that “Israel cannot survive without friends in the world.” Counter-case: 1/2, since the concern is his own, not a signed letter, and in 2024 he voted against forcing the paused bombs and against ICC sanctions.
