Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Republican who has voted the pro-Israel side of every tracked measure: Iron Dome replenishment (Sep 2021), the Israel supplementals of November 2023, February 2024 and April 2024, H.Res.894 (which states that anti-Zionism is antisemitism), the Antisemitism Awareness Act, the May 2024 bill to force the paused bomb shipment (H.R.8369), both ICC-sanctions bills, the June 2024 Gaza casualty-figures amendment and the September 2026 college anti-boycott bill, and against the 2025 Greene and July 2026 Massie cuts. His statements are standard solidarity: “I fully support Israel's right to defend their homeland” (Oct 2023), Israel must be defended “from those who wish to completely eliminate the Jewish state” (Apr 2024), and after attending Netanyahu's July 2024 address to Congress he said he would “stand committed to supporting Israel in defense of their sovereignty.” His July 2026 release on the State Department bill touts its $3.3 billion in military financing for Israel.

Why this tier

A 1/2, not a clean 1. Every Israel vote since 2021 went the pro-Israel way, and his statements frame the war only as Israel's right to defend itself, with no concern for Palestinian civilians in his own words — no basis for a flat 2. Nothing in the record is leadership: none of his 138 sponsored bills and resolutions or 2 amendments on api.congress.gov concerns Israel, he leads no Israel caucus, and beyond his votes his Israel record is cosponsorship: he was an original cosponsor of the October 2023 “Standing with Israel” resolution, the November 2023 Israel supplemental (H.R.6126) and the May 2024 bill to force the paused bomb shipment (H.R.8369), and cosponsored the February 2024 standalone aid bill (H.R.7217) and a May 2024 resolution condemning Biden’s pause of arms transfers to Israel (H.Res.1219). Open to a clean 1 only if authored Israel legislation or hardline rhetoric about Gaza surfaces.
