Tier 1, “Firmly pro-Israel”
Co-chair of the House Republican Israel Caucus, with Joe Wilson and David Kustoff, in the House Administration Committee’s 2025 and 2026 caucus registers; before serving as Trump’s White House political director he worked at AIPAC, where, Georgia Trend reports, he interviewed more than 400 federal candidates before advising it whom to support. Elected in 2024 and appointed to the Rules Committee in January 2025, he cosponsored the ICC-sanctions bill, the Antisemitism Awareness Act of 2025, the IGO Anti-Boycott Act, the U.S.-Israel Defense Partnership Act, the U.S.-Israel FUTURES Act and, as an original cosponsor, the Unmasking Hamas Act, which raises penalties for certain crimes committed in disguise, citing masked campus protesters. He has voted the pro-Israel side of every tracked measure — No on the 2025 Greene and July 2026 Massie cuts, Yea on the July 2026 State Department bill and the September 2026 college anti-boycott bill, and against every 2026 Iran and Lebanon war-powers resolution — and as a candidate wrote that “we must stand strongly in support of Israel’s right to defend itself” (Apr 2024); his official releases contain no statement on Israel, Gaza or Palestinians.
A clean 1, on caucus leadership. He co-chairs the House Republican Israel Caucus — leading an Israel caucus is leadership on the issue, not just a reliable vote — and before his White House years he vetted congressional candidates for AIPAC; his votes are zero-daylight and nothing in his record expresses concern for Palestinian civilians. Counter-case: a 1/2 if the caucus title is weighed as nominal — no caucus activity surfaced, his own Israel words are a handful of posts, his sponsored measures are procedural rules and domestic bills, and the AIPAC work predates office.
