Tier 1, “Firmly pro-Israel”
Chair of the House Foreign Affairs Committee (won the gavel Dec 2024) and one of the most influential pro-Israel hawks in Congress. An Army veteran and double amputee who volunteered with the IDF in 2015, he wore an IDF uniform to the Capitol after Oct 7; said on the House floor there are very few innocent Palestinian civilians (comparing them to Nazi civilians), drawing a censure attempt; opposes a two-state solution, called to disband UNRWA, opposed humanitarian aid to Gaza, sponsored Hamas-financing sanctions, and backs anti-BDS measures. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.
One of the strongest Tier 1 profiles in the roster. As Foreign Affairs Chair he is arguably the single most influential pro-Israel hawk in the House: the IDF uniform, the innocent-civilians remark, anti-two-state, anti-UNRWA, anti-Palestinian-aid, Hamas-financing sanctions, anti-BDS. No daylight whatsoever.
