Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”
Frames his support in religious terms, calling Israel “a nation chosen and loved by God” and urging Americans to “stand with this Holy Nation” (Oct 2024). He cosponsored and voted for the November 2023 Israel-only supplemental (H.R.6126), saying he was “proud to stand with Israel,” and voted for the February 2024 Israel supplemental, the April 2024 package (H.R.8034), the bill to force the paused bomb shipment (H.R.8369), both ICC-sanctions bills, H.Res.894 and the September 2026 college anti-boycott bill, and against the 2025 Greene and 2026 Massie amendments to cut Israel’s military aid. In May 2024 he described campus “Gaza Solidarity” encampments as the work of “pro-Hamas student protest groups” protesting “Israel’s right to protect itself from terrorism.” His only civilian line, a prayer for “all civilians who are impacted by the war” (Oct 2023), came in a column pledging to stand with Israel’s “right to protect their freedom.” In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.
A 1/2, not a clean 1. The voting record is zero-daylight, and his columns frame support for Israel in religious terms while casting Gaza-solidarity protest as pro-Hamas. His single nod to civilians in October 2023 does not name Palestinians and sits beside a pledge to back Israel’s right to defend itself, so it is not concern for Palestinian civilians in his own voice. There is no leadership on the issue: he chairs the Natural Resources Committee, has written no Israel legislation, holds no Israel caucus role, and his Israel profile is statements, cosponsorships and votes. Counter-case: none of substance in either direction.
