Tier 4, “Critical / conditions aid”

Position

In 2026 she says U.S. support for Israel should stop: at a July 2026 primary forum she said the United States must “stop providing support to a government in Israel that is violating its own laws” and called for recognizing a Palestinian state, and at the September 2026 Spokesman-Review debate she said U.S. support has become a “shield” allowing Israel to enact “ethnic cleansing and war crimes,” while refusing to use the word genocide. That reverses her 2024 campaign, when she argued against recognizing a Palestinian state and wrote that “our partners in Israel and Ukraine lack the means to defend themselves.” A retired Foreign Service officer and former Spokane County deputy prosecutor, she is in a rematch with Rep. Michael Baumgartner. Answering Inlander readers (Oct 22, 2026), she said “I think we are violating our own laws by providing offensive military equipment to Israel,” that the United States should “hold it accountable to the Leahy [Laws], which say that we will not provide military support to nations that violate their own citizens’ human rights,” and “I cringe at the idea of considering it an investment.” Asked whether Israel is committing a genocide, she answered after a long silence: “I do not use the term genocide when speaking about what is going on in the Middle East because genocide is a cause of war. I do believe that they are engaging in ethnic cleansing, which is a crime against humanity, and which has to stop.”

Why this tier

A flat 4. As a challenger, she has no votes in Congress, so her words are the record. In 2026 they go past conditioning offensive arms: support for Israel's government should stop, U.S. support is a “shield” for “ethnic cleansing and war crimes,” and a Palestinian state should be recognized. What holds her short of the 4/5 a cut-off pledge usually carries is consistency and voice: this reverses an explicitly pro-Israel 2024 campaign, her quoted pledge targets “a government in Israel that is violating its own laws” rather than naming military aid, though the Spokesman-Review reported that she “argued the U.S. should unilaterally end military aid to Israel”, and she refuses to name the genocide, saying the word sets up “war crimes trials, and executions,” and in October 2026 that “genocide is a cause of war”; in that October answer her remedy was enforcing the Leahy Laws and ending “offensive military equipment” for Israel, which is conditioning rather than a cutoff. Counter-case both ways: 4/5 on the halt-the-aid pledge at face value, 3/4 if the late conversion and the government-specific framing weigh more.
