Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

West Virginia Republican who, voting for the October 2023 “Standing with Israel” resolution, said “Supporting and standing with Israel is nonnegotiable” and “The United States will support Israel every single day until they eradicate Hamas.” At a November 2023 Ways and Means hearing on campus antisemitism she said “I pray that the terrorist organization Hamas is destroyed” and accused Qatar of “housing Hamas' leadership in luxury hotels while Palestinians suffer”, tying Qatari university funding to “pro-Hamas propaganda”; joining Greg Steube's April 2024 bill to designate 11 Iranian-backed groups as terrorist organizations, she said “The United States must stand behind Israelis, God's chosen people.” She has voted the pro-Israel side of every tracked measure she cast — the 2023–24 Israel supplementals, the Antisemitism Awareness Act, the May 2024 bill to force the paused bomb shipment (H.R.8369), both ICC-sanctions bills, the Gaza casualty-figures amendment and the September 2026 anti-boycott bill, and No on the 2025 Greene and July 2026 Massie cuts — and did not vote on H.Res.894 (Dec 2023). In January 2024 she signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A 1/2, not a clean 1. The record is zero-daylight: every tracked Israel vote she cast went the pro-Israel way, and her one mention of Palestinian suffering came inside an attack on Qatar and a prayer that Hamas be destroyed, while her “heart is broken for the innocent loss of life” line sits in a statement pledging support “until they eradicate Hamas” — neither is concern for Palestinian civilians apart from the war's aims, so a flat 2 does not fit. There is no leadership on the issue: her regional measures — the Strengthening Cooperation and Security in the Middle East Act (with Jimmy Panetta, 2024 and 2025) on the U.S.–Bahrain security pact, a 2024 resolution backing ties with Bahrain and a 2024 resolution condemning the UN moment of silence for Iran’s President Raisi — do not mention Israel, and none of her 101 sponsored measures is Israel-related. Open to a clean 1 only if authored Israel legislation or a hardline brand surfaces.
