Carrie Woerner

D · New York State Assembly, District 113 · Tier 1/2

Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

A2139-A (IHRA codification) cosponsor. She also signed the October 2023 “New York Legislators Stand With Israel” letter (“We will continue to stand with Israel”) and was one of 133 multi-sponsors of K509, the May 2025 Assembly resolution congratulating Israel on its 77th anniversary. In December 2023 she also signed a statement condemning the sexual violence of the October 7 attack that added, “We mourn the deaths of so many Palestinian and Israeli civilians who have been killed in this war”; beyond these two joint texts, no statement of hers on Israel, Gaza, the genocide or Palestinian rights was found. She sits on neither committee that voted the bill out, so she cast no recorded vote on it, and the bill has never reached the Assembly floor. Certified uncontested for the Democratic designation in AD-113.

Why this tier

A 1/2, on a thin record: two cosponsorships and two joint statements. She cosponsored A2139-A, the bill to codify the IHRA definition of antisemitism in New York; signed the October 2023 “New York Legislators Stand With Israel” letter (“We will continue to stand with Israel”); and in May 2025 was one of 133 multi-sponsors of K509, the Assembly resolution congratulating Israel on its 77th anniversary. None of it is leadership: she wrote none of these texts, and she sits on neither committee that voted the bill out. The October 2023 letter expresses no concern for Palestinian civilians. The December 2023 “Women’s Rights Leaders Condemn the Atrocities of October 7th” statement, which she signed along with Gov. Kathy Hochul and more than 80 state legislators, condemned the sexual violence of the October 7 attack and added, “We mourn the deaths of so many Palestinian and Israeli civilians who have been killed in this war,” saying it did not “signal support for the bombings in Gaza.” Beyond these two joint texts, no statement of hers on Israel, Gaza, the genocide or Palestinian rights has been found.
