Chris Rabb

D · U.S. House, PA-3 · Tier 5/6

Tier 5/6, between “Critical on most positions” and “Most critical of Israel / supports Palestine”

Position

Won the May 2026 primary for the open PA-3 (Evans retiring); no Republican filed, so his only opponent on the November ballot is Dennis Mahoney of The Independent Party. JTA reports he supports “a complete embargo on arms sales to Israel” (Mondoweiss: he has called for “a weapons embargo”). He posted that 'the Nakba never ended,' and pledged to co-sponsor the Omar/Tlaib resolution to recognize the Nakba and reaffirm Palestinian refugees' right of return; his platform lists Palestinian self-determination and “Palestinian Right of Return Under International Law.” Made opposition to AIPAC central; says of genocide, 'if you can't name the beast, you can't kill it.' Two things in his record cut the other way. As a Pennsylvania state representative he voted Yea on House Resolution 245 on 17 October 2023, which urged Congress “to provide the State of Israel with the support necessary to ensure its safety and security” and passed 203–0. And his platform says “Every state’s right to exist obligates it to extend equal rights to all people.” At the Sep 24, 2026 JVP protest outside the UN during Netanyahu’s address, Rabb said “We are complicit in those atrocities. We are funding that genocide,” and “Benjamin Netanyahu is a war criminal. He should be in The Hague, not the U.N.” In an interview with Spain’s elDiario.es published October 23, 2026 (in Spanish), he listed among his priorities for the next Congress measures to make sure the United States does not share sensitive military information with Israel and to end U.S. complicity in the genocide in Gaza. Interviewed for an October 29, 2026 Philadelphia Inquirer column after watching Brazil’s runoff, he said he would be “very explicit about being anti-fascist and anti-imperialist and anti-militarism” in Congress; the columnist reported that Rabb ties ending U.S. military aid for Israel to paying for domestic programs, and that he hopes to sign on to the Block the Bombs Act.

Why this tier

Held at 5/6: a position questioning Israel’s legitimacy as a Jewish state, with hedging around it. The Palestinian right of return is on his own platform — “Palestinian Right of Return Under International Law” — alongside a complete arms embargo that rests on JTA’s and Mondoweiss’s descriptions rather than his own words, and JVP endorses him. A clean 6 needs that position with no hedging, and his record carries two hedges. On 17 October 2023 he voted for Pennsylvania’s House Resolution 245, urging Congress to give Israel “the support necessary to ensure its safety and security.” And his platform frames its human-rights line around “every state’s right to exist,” conditioned on equal rights. The case for a clean 6: the resolution passed 203–0 ten days after October 7, and nothing in his record has wavered since. A record that moves past both hedges would carry him to a clean 6.
