Tier 1, “Firmly pro-Israel”
NY-24 incumbent and one of the firmest pro-Israel Republicans in the House. She founded and chairs the Friends of Judea and Samaria Caucus (Jan 2025), introduced the RECOGNIZING Judea and Samaria Act with Sen. Cotton, and led a letter urging Trump to recognize Israel’s right to declare sovereignty over the West Bank — a maximalist pro-settlement/annexation stance. She is among the House’s most active anti-BDS legislators (original cosponsor of Lawler’s H.R.867 IGO Anti-Boycott Act, plus an anti-BDS contractor bill, a labeling bill, and a letter pressing Treasury to investigate Ireland’s Israel boycott), cosponsored the PLO/PA terror-payments and Oct 7 accountability bills, and nominated Trump for the Nobel. Trump-endorsed for 2026. In January 2024 she signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel. At her Oct 20, 2026 debate with Alissa Ellman on WROC she called Israel “one of our best, most important allies,” said it is “fighting the war to preserve Western civilization,” and answered Ellman’s genocide charge: “There is no evidence that is credible that there is a genocide going on in Gaza, full stop. Absolutely not true. This is all just stuff coming from Hamas.”
A clean 1, at the far pro-Israel end of the scale. She founded and chairs the Friends of Judea and Samaria Caucus, introduced the RECOGNIZING Judea and Samaria Act with Sen. Tom Cotton, led a letter urging Trump to recognize Israel’s right to declare sovereignty over the West Bank, led the 2025 letter pressing Treasury over Ireland’s boycott of Israel, and is among the House’s most active anti-BDS legislators. Her votes are zero-daylight, including the April 2024 aid package, and she has expressed no concern for Palestinian civilians.
