Tier 1, “Firmly pro-Israel”
An original cosponsor of Bob Good's resolution “Denouncing calls for a cease-fire in Gaza” (H.Res.1057, Mar 2024), which also condemns calls for an independent Palestinian state and calls for ending U.S. assistance to Palestinian relief agencies and NGOs until an investigation is completed, and the sole original cosponsor of Claudia Tenney's resolution that Israel “maintains sovereignty over the Temple Mount” (H.Res.852, Oct 2025); he also cosponsored both 2023 bills to bar Palestinian Authority passport holders from the U.S. — Ryan Zinke's SAFE Act and Tom Tiffany's GAZA Act. In October 2025 he was one of five original cosponsors of Chip Roy’s No Tax Exemptions For Terror Act (H.R.5890), which would strip the Council on American-Islamic Relations and similar groups of tax-exempt status, and in April 2026 an original cosponsor of Roy’s bill directing the Treasury to list CAIR as a Specially Designated Global Terrorist (H.R.8236). He voted for all three aid packages (Nov 2023, Feb 2024, Apr 2024), H.Res.894, the bill forcing delivery of the paused bomb shipment, both ICC sanctions bills (cosponsoring both, the 2025 bill as an original cosponsor), the ban on citing Gaza Health Ministry casualty figures and the September 2026 college anti-boycott bill, and against the 2025 Greene and 2026 Massie cuts. His one split, a Nay on the Antisemitism Awareness Act (May 2024), came with no public explanation that has surfaced; in 2019 he wrote to Speaker Pelosi calling the BDS movement “a much more sinister undertaking meant to attack and marginalize the Jewish people.”
A 1, on a pattern of measures aimed at Americans calling for a ceasefire, at the U.S. group CAIR and at Palestinians. He was an original cosponsor of H.Res.1057, “Denouncing calls for a cease-fire in Gaza” (March 2024), which also condemns calls for an independent Palestinian state, and cosponsored both 2023 bills to bar Palestinian Authority passport holders from the U.S., the SAFE Act and the GAZA Act. In October 2025 he was one of five original cosponsors of the No Tax Exemptions For Terror Act, which would strip the Council on American-Islamic Relations and similar groups of tax-exempt status, and the sole original cosponsor of the resolution that Israel “maintains sovereignty over the Temple Mount”; in April 2026 he was an original cosponsor of the bill to list CAIR as a Specially Designated Global Terrorist. His votes are zero-daylight apart from an unexplained Nay on the Antisemitism Awareness Act (May 2024), and his own words carry no concern for Palestinian civilians. Counter-case: a 1/2. Other members wrote every one of these measures, and he runs no Israel-centered brand.
