Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Pennsylvania Republican who in October 2023 introduced the Freezing HAMAS Act (H.R.5945), which would re-freeze the $6 billion the Biden administration released to Iran and bar further sanctions relief, saying “Iran is wholly complicit in the atrocities committed by Hamas.” After Netanyahu's July 2024 address to Congress he said Israel's right to defend itself “includes fully eliminating Hamas”, that the Israeli military must “be allowed to fully utilize all available tools” to free the hostages, and that protesters “who stand with Hamas” are, in Netanyahu's words, Iran's “useful idiots.” He has voted the pro-Israel side of every tracked measure he voted on — the 2023–24 Israel supplementals, H.Res.894, the Antisemitism Awareness Act, the May 2024 bill to force the paused bomb shipment (H.R.8369), both ICC-sanctions bills, the Gaza casualty-figures amendment and the September 2026 anti-boycott bill — and against the 2025 Greene and July 2026 Massie cuts. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A 1/2. His two bills on the war, the Freezing HAMAS Act (H.R.5945, October 2023), which would re-freeze the $6 billion in Iranian funds the Biden administration released and bar further sanctions relief, and the NO OIL for Terrorists Act (H.R.6120, October 2023), which would reimpose waived sanctions on Iran’s oil exports and cites Iran’s funding of Hamas, are Iran-sanctions measures that sit beside Israel rather than legislating on its aid, arms or war. His votes never break from the pro-Israel position — the 2023–24 aid bills, the bill forcing delivery of the paused bombs, both ICC-sanctions bills and the September 2026 anti-boycott bill, and No on the 2025 Greene and 2026 Massie cuts. His July 2024 statement endorses unconstrained war aims (Israel’s right to defend itself “includes fully eliminating Hamas”; its military must “be allowed to fully utilize all available tools”) and echoes Netanyahu in calling protesters “who stand with Hamas” Iran’s “useful idiots.” No concern for Palestinian civilians appears in his own words. Counter-case: a 1, since he wrote the bill as a response to October 7 and the Financial Services Committee approved it 37–13 in November 2023.
