Tier 1, “Firmly pro-Israel”
A leadership-level pro-Israel hawk. In Feb 2025 he introduced a three-bill package — the United States-Israel Defense Partnership Act (expanding bilateral security programs, a Defense Innovation Unit in Israel, NTIB accession), the Enhanced Iran Sanctions Act (maximum pressure), and a Stop the ICC Act barring US cooperation with the court — saying the suite means ‘the United States stands firmly with Israel.’ He cosponsored the 2017 Israel Anti-Boycott Act and S.Res.120 against the BDS movement, opposed the Iran nuclear deal, and made a wartime trip to Israel in Oct 2023 (‘Be warned, Iran’). Trump- and RJC-endorsed; up for reelection in 2026 against Mary Peltola.
A firm Tier 1 for leadership on Israel: he doesn’t merely vote pro-Israel, he writes the bills. The 2025 U.S.-Israel Defense Partnership Act and Stop the ICC Act, on top of anti-BDS cosponsorships, a wartime solidarity trip and a No on all nine Senate votes since November 2024 to block an arms sale to Israel, place him among the firmest pro-Israel Republicans in the Senate, with little said about Palestinian civilians: before his October 2023 trip he said he wanted to work with Arab allies on “assistance to Palestinian civilians,” and in Israel he said “Every civilian death in a war is horrible” while insisting there is “no moral equivalence” and that trying to make civilian deaths “as bloody and vicious as possible” is “not what Israel does”.
