David Joyce
R · U.S. House, OH-14 · Tier 1
Tier 1, “Firmly pro-Israel”
Co-introduced the Israel Security Assistance Support Act (H.R.8369, May 2024) — the bill to force delivery of the paused bomb shipment — with the House Appropriations chairs, saying “After 9/11, the United States would not have taken direction from our allies on how to defend our nation”; his office describes him as “a leading advocate of increasing military aid to Israel” who uses his Appropriations seat to fully fund the U.S.-Israel military financing agreement, and in 2022 he joined Lee Zeldin in introducing the Israel Anti-Boycott Act, calling BDS a “thinly veiled act of anti-Semitism.” He was an original cosponsor of the November 2023 Israel-only supplemental (he missed the vote and entered in the Record that he would have voted yea) and voted for the February and April 2024 packages, H.Res.894, the Antisemitism Awareness Act, both ICC sanctions bills, the ban on citing Gaza Health Ministry casualty figures and the September 2026 college anti-boycott bill, and against the 2025 Greene and 2026 Massie cuts; in 2026 he was an original cosponsor of the U.S.-Israel Anti-Killer Drone Act (H.R.7178, January) and cosponsored the United States-Israel FUTURES Act (H.R.7540, September). His one split, a Present vote on the Tlaib censure (Nov 2023), came while he sat on the House Ethics Committee; he issued no statement on that vote, but in February 2023, voting Present on removing Ilhan Omar from the Foreign Affairs Committee, he said that as an Ethics Committee member he “may deem it appropriate to vote present on legislation related to matters that are or could come before the Committee”; a month after the Tlaib vote he voted to censure Jamaal Bowman, saying he did so because the Ethics Committee would not take up that case. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.
A clean 1. Co-introducing the bill forcing delivery of the paused bomb shipment with the Appropriations chairs, a self-described record of using his Appropriations seat to fully fund Israel's military financing, and helping lead the 2022 anti-boycott bill mark leadership rather than reliable votes, and, apart from the Present vote on the Tlaib censure and one missed vote (H.R.340, Hamas financing, Nov 2023), every Israel measure tracked has his support. The Present vote on the Tlaib censure is not daylight on Israel: he sat on the Ethics Committee, which handles member discipline, and gave no Israel-related reason. There is no concern for Palestinian civilians in his own words. Counter-case: 1/2 if co-introducing H.R.8369 (Calvert is the sponsor of record, Joyce an original cosponsor) and the 2022 bill are treated as cosponsorships rather than authorship.
