Diana Moreno

D · New York State Assembly, District 36 · Tier 6

Tier 6, “Most critical of Israel / supports Palestine”

Position

NY AD-36 (DSA; Mamdani’s successor); lead Assembly sponsor of Not on Our Dime, which she reintroduced in May 2026. In her own words, the genocide “has gone on since the Nakba in 1948” (Adalah Justice Project interview, Aug 2026); “the problem is New York’s complicity with Israel’s war crimes and violations of international law” (City & State op-ed, July 2026); and she is “calling for an end to genocide, an end to U.S. funding to Israel, and a Free Palestine” (Sept 2026). Her Assembly biography records civil disobedience protesting the genocide in Gaza, and she has condemned the ‘violent displacement and atrocities against Palestinian people’ in her own voice. On Sep 24, 2026 Moreno joined the protest outside the UN against Netanyahu’s address, saying many Palestinian families in her district would want her there: “We want for our tax dollars to go to healthcare here at home, schools here at home, infrastructure here at home.” On October 14, 2026 she called Israeli bonds “financially risky and morally abhorrent investments, especially after 3 years of genocide,” said divesting New York City from them “is the right thing to do,” and urged the state comptroller “to do the same at the state level.” On October 18 she wrote that she and State Sen. Jabari Brisport had joined the Gaza 5K, which raised over $1 million for Palestinian refugees, to tell runners about Not on Our Dime, “our legislation to end tax-exempt status for organizations that fund Israeli war crimes. Free Palestine!”

Why this tier

A 6. In her own words she places the genocide in a 1948 frame — it “has gone on since the Nakba in 1948” — treating the state’s founding, not only its conduct since 1967, as the origin of the harm, a position that questions Israel’s legitimacy itself. Legislative leadership stands behind it: she is the lead Assembly sponsor of Not on Our Dime, which she reintroduced in May 2026, and in September 2026 she called for “an end to U.S. funding to Israel.” Her Assembly biography records civil disobedience protesting the genocide in Gaza, and she joined the September 2026 protest outside the UN against Netanyahu’s address. Jabari Brisport, the bill’s lead Senate sponsor, is a 6 on the same structure: one position of his own questioning Israel’s legitimacy, BDS by name, backed by that leadership. Counter-case: 5/6, since BDS by name is explicit while her 1948 frame rests on one interview.
