Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Senior Foreign Affairs Democrat who authored a November 2024 resolution (H.Res.1562) condemning Turkish President Erdoğan for “anti-Semitic and pro-terrorist statements attacking Israel,” saying the U.S. “will not tolerate his continued statements threatening Israel and supporting the terrorist group Hamas in its war on Israel.” Explaining her Nay on the November 2023 Israel-only bill, which she opposed over its IRS offsets, she said “I unequivocally support unconditional, supplemental U.S. funding for Israel to defend itself”; her own November 2023 line on Palestinian civilians urged “the protection of innocent Palestinians” in the same breath as “supporting Israel’s defense,” and in March 2024 she told The Nevada Independent that the civilian death toll in Gaza was unacceptable but that Hamas was to blame for the lack of a ceasefire (“I’m glad we’re building that floating dock to deliver more humanitarian aid”). In April 2024 she co-led, with Rep. Chris Pappas, a letter saying “we strongly support humanitarian assistance to civilians in Gaza” that asked Secretary Blinken to press Turkey “to prevent or delay” a Gaza aid flotilla that would refuse Israeli inspection. She voted for the April 2024 aid package, H.Res.894 and the Antisemitism Awareness Act, against the July 2026 Massie amendment and for the September 2026 anti-boycott university bill as one of 33 Democrats, though she voted against the bill to force the paused bomb shipment (H.R.8369) and the 2025 ICC-sanctions bill, and cosponsored the West Bank Violence Prevention Act in May 2026. She signed Rep. Amo’s November 2025 letter on Gaza’s starvation (“People are dying of starvation, including over 100 children”). In January 2024 she signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel. Later in 2024 she signed three of Rep. Josh Gottheimer’s letters: in April, urging Speaker Johnson to bring the Senate’s national-security supplemental, with its aid to Israel, to “an immediate vote”; in May, urging the Treasury and State Departments to designate as terrorists and sanction UNRWA employees the letter said took part in the October 7 attacks; and in July, seeking a classified briefing on “the Iranian government’s recent influence efforts to promote and encourage anti-Israel protests.”

Why this tier

A 1/2, not a clean 2. She backs Israel’s arms firmly: explaining a November 2023 Nay over IRS offsets, she said “I unequivocally support unconditional, supplemental U.S. funding for Israel to defend itself,” and she voted for the April 2024 aid package, against the 2026 Massie cut and for the 2026 anti-boycott bill, one of 33 Democrats. Both Israel resolutions she led center on Turkey: H.Res.1562 (2024) condemns Erdoğan’s “anti-Semitic and pro-terrorist statements attacking Israel,” and H.Res.1532 (2010), on the Gaza flotilla, called Israel’s blockade of Gaza “lawful and necessary.” In 2024 she signed the Smith–Manning letter rejecting South Africa’s genocide charge and three Gottheimer letters, for the Senate aid package, terror sanctions on UNRWA staff and a briefing on Iranian influence in anti-Israel protests. Her own words for “innocent Palestinians” came beside support for Israel’s effort to “root out Hamas.” Counter-case: 2, on the November 2025 Amo starvation letter she signed, which records the Netanyahu government barring all aid, her Nays on forcing the paused bombs and the 2025 ICC bill, and her West Bank Violence Prevention Act cosponsorship.
