Donavan McKinney

D · U.S. House, MI-13 · Tier 4/5

Tier 4/5, between “Critical / conditions aid” and “Critical on most positions”

Position

A Michigan state representative (11th District of the Michigan House) who unseated incumbent Shri Thanedar — an AIPAC-backed pro-Israel Democrat, two-thirds of whose fundraising in the last quarter before the primary came through AIPAC bundlers — in the Aug 4, 2026 MI-13 (Detroit) primary, backed by Tlaib, Sanders, Justice Democrats, PAL PAC, and USCPR. His documented Israel position is opposition to US military funding: he says his policies ‘reflect the growing majority of Americans who want to end US tax funding of weapons to Israel to destroy Palestinian communities, and instead invest resources back into American working families.’ His campaign site’s “Palestine” plank reads: “We need to end the military aid and arms that America gives to Israel, and pass legislation like the Block the Bombs Act, which I pledge to co-sign when elected,” and “Israel needs to immediately end the genocide and release all Palestinians who have been detained.” He has campaigned alongside Palestinian-rights figures and is endorsed by Abdul El-Sayed (JTA, Jul 30, 2026).

Why this tier

A 4/5. His campaign site’s Palestine plank says, “We need to end the military aid and arms that America gives to Israel, and pass legislation like the Block the Bombs Act, which I pledge to co-sign when elected.” In an April 2026 WDET interview he said, “What’s happening over there is a genocide,” and that he could not “support sending billions … for bombs and weapons to kill families and children.” That ends U.S. military aid with the genocide named in his own voice, but he has not called for an embargo on arms sales in his own words (USCPR Action, which endorsed him, says its endorsed candidates have committed to blocking U.S. weapons transfers and military funding to Israel), and Block the Bombs reaches only offensive weapons. The position is campaign-era: in the same interview he said that at the state level “you don’t really deal with foreign policy” and that he was “learning more and more about it.” He has not backed BDS in his own words, though USCPR Action’s published endorsement commitments include supporting the BDS movement; no right-of-return or anti-Zionist position is on record. Counter-case: a 5, if ending “the military aid and arms that America gives” is read as stopping all weapons transfers.
