Donna Miller

D · U.S. House, IL-2 · Tier 1/2

Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Cook County Commissioner since 2018 who won the March 2026 IL-2 primary over Robert Peters and Jesse Jackson Jr. Asked by WBEZ in February 2026 whether she would oppose or condition military aid to Israel, call the war a genocide or denounce AIPAC support, her campaign gave no yes-or-no answer, replying that "Donna believes Israel has a right to defend itself and has also been clear in her criticism of Prime Minister Netanyahu's handling of the war. She supports the current ceasefire and hopes it creates a path toward a two-state solution and lasting peace." DMFI PAC, JDCA and JACPAC endorse her; an AIPAC-linked super PAC, Affordable Chicago Now!, spent about $4.4 million for her, and AIPAC hailed her win. Asked by the Chicago Tribune in October 2026 about the primary criticism of her AIPAC-linked support, she said: “Just as I said during the whole primary, this is something the U.S. has been dealing with for quite some time. I am for a two-state solution. We need to support our allies, but this Congress didn’t even get to weigh in on this war.”

Why this tier

A 1/2, not a flat 2. In a statement reported by the Hyde Park Herald (February 2026) she said she believes “Israel plays a key role in U.S. and regional security, and that a two-state solution remains the best path to lasting peace,” and that she has been critical of Netanyahu’s handling of the war and humanitarian relief; her campaign’s answer to WBEZ is that Israel "has a right to defend itself," alongside criticism of Netanyahu, support for the then-current ceasefire and a two-state hope; Netanyahu criticism and two-state support earn no daylight, and neither statement voices concern for Palestinian civilians in her own quoted words. As a county commissioner she sponsored a 2025 resolution declaring April 7 Little Palestine Day in Cook County. She declined to say whether she would oppose or condition military aid, and her backing comes from the pro-Israel network — DMFI PAC, JDCA, JACPAC, an AIPAC-linked super PAC, and AIPAC donors who, WBEZ found, supplied over 72% of her early receipts. No leadership on the issue, so not a 1. Counter-case: a flat 2 if her ceasefire support and her criticism of the handling of humanitarian relief are read as daylight.
