Tier 2, “Mainstream pro-Israel”
An AIPAC-endorsed appropriator whose weapons votes are pro-Israel apart from Nays cast with most Democrats on the Republican Israel-only aid bills (H.R.6126, H.R.7217) and on H.R.8369, which would have forced the paused bomb shipment: he voted for Iron Dome replenishment (2021), H.Res.771, H.R.340, H.Res.888, the Human Shields Act, the “river to the sea” resolution and the April 2024 aid package, was one of five original cosponsors of Fitzpatrick’s H.R.7372 (Feb 2024), a supplemental for “defense support to Ukraine, Israel, and Taiwan” with $4 billion for Iron Dome and David’s Sling and nothing for Gaza, cosponsored the U.S.-Israel Defense Partnership Act (2025), and voted against Greene’s 2025 cut to missile-defense aid and the July 2026 Massie amendment. A week after that vote he told Hawaii News Now, “I definitely did disagree with Israel’s response to the attack on Israel — the severity, the disproportionality, the incredible tragedy of so many civilian deaths,” and “I am a straight-up opponent of the current leadership of Israel”; he had cosponsored Rep. Jayapal’s June 2025 resolution “gravely concerned with … the humanitarian crisis and acute suffering of the Palestinian civilians in Gaza,” signed the September 2025 Schneider–Raskin letter to Netanyahu opposing West Bank annexation and Rep. Amo’s November 2025 letter on Gaza’s starvation, and cosponsored the West Bank Violence Prevention Act (Oct 2025). On frame votes he voted Present on H.Res.894 and Nay on the Antisemitism Awareness Act, the 2024 ICC-sanctions bill and the 2026 anti-boycott bill, but was one of 15 Democrats to vote for H.R.9495 (Nov 2024), which would let Treasury strip the tax exemption of nonprofits it deems terror-supporting. On Oct 27, 2026, Israel’s election day, Civil Beat reported, he reiterated his opposition to Netanyahu in a statement saying he hopes the Israeli people choose “a different path today.”
A 2. His weapons record sits at the pro-Israel end: the April 2024 aid package and the Gottheimer–Wilson letter that month urging Speaker Johnson to bring the Senate’s supplemental, with its aid to Israel, to “an immediate vote,” an original cosponsorship of a defense supplemental that left out Gaza (H.R.7372), a cosponsorship of the U.S.-Israel Defense Partnership Act, and No on both the 2025 Greene and 2026 Massie amendments to cut aid. He has taken no step to withhold weapons. What makes him a 2 rather than 1/2 is real daylight. In July 2026, during a primary challenge and a week after voting against the Massie amendment, he criticized the conduct of the war in his own voice: “the severity, the disproportionality, the incredible tragedy of so many civilian deaths.” He cosponsored Rep. Jayapal’s Gaza resolution and the West Bank Violence Prevention Act, signed Rep. Amo’s letter on Gaza’s starvation, voted Nay on the IHRA bill, the 2024 ICC-sanctions bill and the 2026 anti-boycott bill, and voted Present on H.Res.894. Counter-case for 2/3: he voted against the IHRA bill, which the House Democratic leadership backed, and charged disproportion in his own voice.
