Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”
Former VA-2 representative (2019–2023) who won the Aug 4, 2026 Democratic primary to reclaim the seat, setting up a Kiggans rematch. During the May 2021 Gaza war, Jewish Insider reported, she organized the House Democrats’ speeches “in defense of Israel’s actions.” A strong supporter of the US-Israel relationship who, per a Jan 2026 Jewish Insider interview, opposes any effort to condition U.S. aid to Israel and wants to lead the pro-Israel bloc against critics she says are “drowning out the fact that the support for Israel remains strong.” Asked in a July 2026 Virginian-Pilot questionnaire whether she would support stricter conditions on aid to Israel, she did not say, answering that “The human toll of the ongoing conflict in Israel, Gaza, and Lebanon is a tragedy that must end” and that a two-state solution “will require fundamental changes in behavior from both sides.”
A 1/2, not a clean 1. During the May 2021 Gaza war, Jewish Insider alone reported, she organized House Democrats’ speeches “in defense of Israel’s actions,” and the Congressional Record prints her own (“Now is the time to stand with Israel”); that month she signed a four-member letter calling colleagues’ apartheid charges against Israel “antisemitic at their core.” In January 2026 she told the outlet she wants to be a “leader” in showing “that the support [for Israel] remains strong,” backing “maintaining security assistance through the memorandum of understanding.” But that leadership is one night of speeches and a campaign pledge, and her July 2026 answer voices concern beside that support: asked whether she would back stricter conditions on aid, she said “the human toll of the ongoing conflict in Israel, Gaza, and Lebanon is a tragedy that must end” and called for a two-state solution. Counter-case: a clean 1, since that answer is both-sides wording in a two-state frame, Jewish Insider reported in January that she opposes any conditions on aid, and she is running to lead the pro-Israel bloc.
