Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Oklahoma Republican who has voted for every tracked Israel measure he was present for, with almost no public comment: the Israel-only supplementals of November 2023 and February 2024 and the April 2024 package, the censure of Rashida Tlaib, H.Res.894, the May 2024 bill to force the paused bomb shipment (which he cosponsored from its introduction), both ICC-sanctions bills (Jun 2024, Jan 2025), the June 2024 amendment barring use of Gaza Health Ministry casualty figures and the September 2026 college anti-boycott bill, and against the 2025 Greene and 2026 Massie cuts; he missed the November 2023 Hamas-financing vote. His own site carries nothing on Gaza since October 2023 beyond a passing reference to “wars in Ukraine and Israel” (Dec 2023) and a February 2024 release backing a bill to bar immigration benefits for anyone who took part in the October 7 attacks. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A 1/2. A zero-daylight voting record — every tracked Israel vote he cast since 2021, including ICC sanctions and the anti-boycott bill — with no leadership on the issue: none of his 114 sponsored bills and resolutions or 10 amendments concerns Israel, and he leads no Israel caucus. No statement of concern for Gaza's civilians during the genocide was found; his public record on the war is close to empty.
