Frank Mrvan

D · U.S. House, IN-1 · Tier 1/2

Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Mrvan split from most Democrats to vote for the February 2024 Israel-only supplemental, for the June 2024 amendment barring the State Department from citing Gaza Health Ministry casualty figures, and No on the July 2026 Massie amendment; he also voted for the April 2024 package — praising its funds “to aid in the defense of our ally Israel and the replenishment of equipment for the Iron Dome and David’s Sling defense systems” alongside “$9 billion to address the dire need for humanitarian assistance for the people of Gaza” — and for H.Res.894 and the Antisemitism Awareness Act. After October 7 he said “Hamas bears full responsibility” and backed “our nation’s full and unwavering commitment to defend Israel.” He co-signed the November 2023 Democratic statement rejecting “from the river to the sea” and the January 2024 letter whose signers “thoroughly reject” South Africa’s genocide charge, and cosponsored the U.S.-Israel Defense Partnership Act (2025) and, in March 2026, the West Bank Violence Prevention Act; he voted against H.R.8369, both ICC-sanctions bills and the September 2026 anti-boycott bill.

Why this tier

A 1/2, not a flat 2. His votes split toward the pro-Israel side on H.R.7217, the casualty-figures amendment and Massie, he signed the letter rejecting South Africa’s genocide case, and every line of concern for Gaza’s civilians found in his own words came paired with Israel’s defense or with funding it — the $9 billion in Gaza aid cited alongside Iron Dome and David’s Sling (Apr 2024); the November 2023 “river to the sea” statement and a May 2025 letter urging aid into Gaza, both affirming Israel’s “right and obligation” to defend itself or defeat Hamas; and a November 2023 letter of 92 House Democrats seeking Gaza humanitarian aid through “swift passage of the President’s request” for supplemental funding, a request that also sought funding for Israel’s defense. He also signed the September 2025 letter of 178 House Democrats calling unilateral annexation of the West Bank a violation of international law, which likewise affirms Israel’s “right and obligation” to defend its people. The only unpaired act is his March 2026 cosponsorship of the West Bank Violence Prevention Act, a mainstream bill with more than 170 cosponsors; a flat 2 would follow if a Gaza-civilian statement of his own surfaces apart from support for arming Israel. No leadership on the issue: he has written no Israel legislation (none among his 19 sponsored bills), and his Nays on H.R.8369, the ICC bills and the anti-boycott bill were the majority Democratic votes.
