Tier 3/4, between “Pro-Israel, critical” and “Critical / conditions aid”
His policy page says “Credible evidence also shows that the Israeli government has committed war crimes in Gaza, including restricting food, water, medicine, and humanitarian assistance to civilians,” that U.S. military assistance must be “used in accordance with American and international law,” and “I support the Stop the Bombs Act, the West Bank Violence Prevention Act, and enforcement of the Leahy Law” (no bill has that name; the Block the Bombs Act, H.R.3565, is the likely referent). The same section calls Hamas a terrorist organization, says “Israel has a right to protect its people,” and that holding a government accountable “is not the same as opposing Israel’s existence.” A retired Army officer with four combat tours, he is the Democratic nominee in MO-2.
A 3/4. As a challenger, he has no votes in Congress, so his words are the record. Backing a bill to block bombs to Israel together with Leahy Law enforcement and the West Bank Violence Prevention Act is a pledge to condition offensive arms, with war crimes named in his own voice. What keeps it from a flat 4 is the frame around it: Israel’s right to protect its people, Hamas condemned in the same section, no genocide language and no step on military aid as a whole. Counter-case: a flat 3, the Biss and Talarico pattern, if the “Stop the Bombs Act” cannot be tied to H.R.3565 — the record would then be Leahy-style conditioning within support.
