Tier 1, “Firmly pro-Israel”
Chairman of the House Financial Services Committee and founder and co-chair of the Congressional Task Force on American Hostages, through which he co-led H.Res.793 with Haley Stevens — “my resolution,” he called it — condemning the October 7 attack and demanding that Hamas release the hostages (passed Nov 2023), and a bicameral hostage resolution in May 2025. In November 2023 he warned that “Hamas will reap the whirlwind if these hostages are not recovered safely and promptly,” and his Holding Iranian Leaders Accountable Act (H.R.6245) came out of his committee’s post-October 7 package on Iran’s financing of Hamas and passed the House 419–4 in April 2024; in 2022 he called Amnesty International’s apartheid findings against Israel “frankly disgraceful.” He voted for the 2023–24 aid supplementals, H.Res.894, the Antisemitism Awareness Act, H.R.8369 against the 2024 arms pause, ICC sanctions (2024 and 2025) and the September 2026 anti-boycott bill, against the 2025 Greene and 2026 Massie cuts, and was an original cosponsor of the July 2026 bill to replace UNRWA (H.R.9680); in May 2024 he and Josh Gottheimer led a letter of 51 members asking the Treasury and State Departments to designate as terrorists and sanction UNRWA employees “who took part in the October 7 terrorist attacks,” whom it called “terrorists who masquerade as UNRWA humanitarian aid workers.” In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.
A 1, on a repeated pattern of measures he wrote or co-led. With Haley Stevens, his co-chair on the hostage task force, he introduced H.Res.793 demanding that Hamas free the hostages (he called it “my resolution”; passed November 2023), and in May 2025 he, Stevens, Jacky Rosen and Todd Young led a bicameral resolution making the demand again. His Holding Iranian Leaders Accountable Act (H.R.6245), written after October 7 against Iran’s financing of Hamas, passed the House 419–4 in April 2024. In May 2024 he and Josh Gottheimer led 51 members asking for terrorism sanctions on UNRWA staff tied to October 7 (“terrorists who masquerade as UNRWA humanitarian aid workers”), and in July 2026 he was an original cosponsor of the bill to replace UNRWA (H.R.9680). He votes the same way (H.R.8369 against the 2024 arms pause; No on the 2025 and 2026 cuts); no statement of concern for Palestinian civilians surfaced. Counter-case: 1/2, since the hostage and Iran measures sit beside Israel, not on its aid or the war’s conduct, and the UNRWA letter came from Gottheimer’s office.
