Tier 1, “Firmly pro-Israel”
Wrote H.Res.1300 (Jun 2024), “Condemning campus protest backers,” which condemns the Gaza encampments as “anarchy and insurrection,” names Students for Justice in Palestine, IfNotNow, Within Our Lifetime and Jewish Voice for Peace and their funders, asserts that Hamas “runs the Palestinian Government,” and calls for an investigation of foreign adversaries behind campus unrest; he called the protests “not only antisemitic, but anti-American.” In May 2024 he said “the slaughter of Israeli citizens justifies Israel’s determination to eliminate Hamas in Gaza” and urged Biden to “stop withholding Congressionally appropriated funds for military aid to Israel.” He voted for every tracked Israel measure he was present for — the Israel-only supplementals (Nov 2023, Feb 2024), the April 2024 package, the bill to force the paused bomb shipment (May 2024), ICC sanctions (Jan 2025), the amendment barring the State Department from citing Gaza Health Ministry casualty figures (Jun 2024) and the September 2026 college anti-boycott bill — and against the 2025 Greene and 2026 Massie cuts; he did not vote on the June 2024 ICC sanctions bill. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.
A clean 1, narrowly. He authored and organized (with 15 original cosponsors) a resolution targeting the Palestine-solidarity campus movement and its funders — a personal legislative push on the issue, not just a reliable vote — alongside an unbroken pro-Israel voting record and statements that defend the genocide in Gaza as justified, with no concern for Palestinian civilians in his own words. Counter-case: a 1/2 if a non-binding resolution about campus protest funders that never left committee is read as too thin, since he has no Israel caucus role or authored bill on Israel policy itself.
