Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Pennsylvania Republican who has voted for every tracked Israel measure he was present for but has issued no press release on Israel or Gaza since October 2023: he backed the Israel-only supplementals of November 2023 and February 2024 and the April 2024 package, the censure of Rashida Tlaib, H.Res.894, the May 2024 bill to force the paused bomb shipment, both ICC-sanctions bills (Jun 2024, Jan 2025), the June 2024 amendment barring use of Gaza Health Ministry casualty figures and the September 2026 college anti-boycott bill, and voted against the 2025 Greene and 2026 Massie cuts. He was an original cosponsor of H.Res.771, “Standing with Israel” (Oct 2023), and of the November 2023 Israel-only supplemental (H.R.6126), and did not vote on the May 2024 Antisemitism Awareness Act. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel. In October 2024 he signed Rep. Mike Lawler’s letter warning UN Secretary-General António Guterres that any downgrade of Israel’s status at the General Assembly “will result in a corresponding downgrade of U.S. financial, material and political support to the U.N.”

Why this tier

A 1/2. A zero-daylight voting record with no leadership on the issue: none of his 177 sponsored bills and resolutions or 7 amendments concerns Israel, he leads no Israel caucus, and his public output centers on agriculture, not the war. No statement of concern for Gaza's civilians during the genocide was found, though beyond two signed letters and his cosponsorships of pro-Israel resolutions his public record on the war is close to empty, so this rests on votes.
