Greg Stanton

D · U.S. House, AZ-4 · Tier 1/2

Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

House Foreign Affairs Democrat who voted for the April 2024 Israel aid package, the June 2024 ICC-sanctions bill and H.Res.894 (which states that anti-Zionism is antisemitism), and against the July 2026 Massie amendment to strip Israel’s military financing. In May 2024 he was the first Democratic original cosponsor of McCaul’s H.R.8437, which would require the President to notify Congress before pausing delivery of certain weapons to Israel, saying “withholding critical aid sends a dangerous message to Israel’s enemies.” His 2026 statements go further: he condemned settler attacks on Palestinian civilians as “acts of terrorism” (Mar 2026) and, explaining his Massie vote, accused the Netanyahu government of “misusing American weapons” and said “the American taxpayer should no longer subsidize Israel’s defense budget” once the current aid agreement expires (Jul 2026). On Sep 24, 2026 Stanton signed a 72-member House letter urging Netanyahu to contain settler violence in the West Bank, prosecute attacks on Palestinians and “halt further settlement approvals,” written “out of concern for Israel’s long-term security as well as for the safety of Palestinians.” In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel, and later that year letters urging Speaker Johnson to bring the Senate’s aid package, with its aid to Israel, to an immediate vote (April) and asking the Treasury and State Departments to designate and sanction UNRWA staff who took part in the October 7 attacks (May).

Why this tier

A 1/2, not a clean 1. Through 2024 his record points to the pro-Israel end: Yeas on both 2024 Israel aid bills, H.Res.894, the IHRA bill, the “river to the sea” resolution, the June 2024 ICC-sanctions bill and the ban on citing Gaza’s casualty figures; the first Democratic original cosponsorship of McCaul’s H.R.8437 against the 2024 arms pause (“withholding critical aid sends a dangerous message to Israel’s enemies”), not a bill of his own; and the Smith–Manning letter rejecting South Africa’s genocide charge, with 2024 letters for the aid vote and UNRWA-staff sanctions. His daylight is later words: relief that aid was reaching “those suffering in Gaza” (October 2025), settler attacks on Palestinians called “acts of terrorism” (March 2026), and, explaining his July 2026 vote to keep Israel’s military financing, faulting the Netanyahu government for “misusing American weapons” and saying “the American taxpayer should no longer subsidize Israel’s defense budget.” Counter-case: a flat 2, since that concern stands apart from self-defense, and he voted with most Democrats against forcing the paused bombs (May 2024) and the 2026 anti-boycott bill.
