Tier 1, “Firmly pro-Israel”

Position

Author of a run of pro-Israel and anti-UNRWA measures: a February 2024 bill (H.R.7392) to ban UNRWA funding permanently and divert unspent money to the border wall (“UNRWA blatantly supports Hamas”), a June 2025 bill (H.R.4051) to cut aid to South Africa and sanction its leaders over its ICJ genocide case, which he called “nothing more than antisemitism wrapped in a bad-faith interpretation of international law”, and NDAA amendments passed in September 2025 requiring briefings on undelivered weapons for Israel and reports on Arrow interceptor production. In April 2024 he led a letter against labeling West Bank settlement goods as such, saying goods from “Judea and Samaria” should be labeled “Made in Israel” and that the change would “legitimize antisemitic efforts to weaken and isolate our closest ally”; in May 2024 he said Biden was “withholding crucial ammunitions from our ally Israel for his own personal political gain.” He voted for every tracked Israel measure he was present for — the 2023–24 supplementals, censuring Tlaib, H.Res.894, the Antisemitism Awareness Act, the bill forcing delivery of paused weapons, the June 2024 ICC-sanctions bill and the September 2026 anti-boycott bill — and against the Greene (2025) and Massie (2026) cuts; he missed the January 2025 ICC vote. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A clean 1. Steube writes the legislation rather than only voting for it: the bill to end UNRWA funding for good, the bill to punish South Africa for bringing the genocide case to the ICJ, and NDAA amendments on weapons deliveries to Israel, plus a letter he led to keep settlement goods labeled “Made in Israel” as a hedge against BDS. That is sustained authorship and anti-boycott enforcement, not just reliable votes. No concern for Palestinian civilians surfaced; he cast Gaza humanitarian aid as “funding that side of the war” (Feb 2024) and UNRWA as an “antisemitic group.” No counter-case of substance — the missed January 2025 ICC vote is an absence, not a break.
