Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”
Physician-congressman who on October 7, 2023 described Israel “under attack by bloodthirsty Hamas and Palestinian terrorists who wish to destroy them”, called the war “a righteous fight for its existence” (February 2024), and marked the anniversary by saying that “Until the bloodthirsty terrorists lay down their weapons, they will continue to feel the wrath of the Israel Defense Forces” (October 2024). Explaining his April 2024 vote for the aid package he said Biden “may waver on his support for Israel, but I will not”, and in October 2024 he introduced the Education Not Agitation Act to strip education tax credits from people convicted of offenses while protesting on campus. He voted for the November 2023 and February 2024 Israel-only supplementals, the April 2024 package, censuring Tlaib, H.Res.894, the bill forcing delivery of paused weapons and the September 2026 anti-boycott bill, and against the Greene (2025) and Massie (2026) cuts; he missed the Antisemitism Awareness Act vote, both ICC-sanctions votes and the June 2024 vote on an amendment barring the State Department from citing Gaza Health Ministry casualty figures. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.
A 1/2, not a clean 1. Every vote he cast is pro-Israel and his statements cast the war as Israel’s “righteous fight” with no word for Palestinian civilians — his one mention of “dead … Palestinians” was an argument for passing the aid package, not concern — so a flat 2 is out. There is no leadership on Israel: no authored Israel legislation, and his campus-protest tax bill is a general anti-protest measure that does not name Israel or Palestine. Counter-case: a clean 1 if the “bloodthirsty Hamas and Palestinian terrorists” framing and the protest bill are read together as a hardline brand; his four missed votes (the Antisemitism Awareness Act, both ICC bills and the casualty-figures amendment) are absences, not breaks.
