Tier 1, “Firmly pro-Israel”

Position

House Republican chief deputy whip who wrote H.R.8445 with Max Miller (May 2024) to extend servicemember legal and job protections to American citizens serving in the Israeli army, calling the “over 20,000 American citizens … currently defending Israel from Hamas terrorists” “heroes.” On the Rules Committee he managed the April 2024 House debate on the procedural resolution for a package of Israel and Iran measures (“Do you stand with our ally and strategic partner Israel or the authoritarian regime in Tehran?”) and sponsored the June 2024 procedural resolution that brought ICC sanctions up for a vote; he was also an original cosponsor of that ICC bill, of the bill to force the paused bomb shipment and of the November 2023 Israel-only supplemental. He voted for every tracked Israel measure — the Israel-only supplementals (Nov 2023, Feb 2024), the April 2024 package, ICC sanctions (Jun 2024 and Jan 2025), the amendment barring the State Department from citing Gaza Health Ministry casualty figures (Jun 2024) and the September 2026 college anti-boycott bill — and against the 2025 Greene and 2026 Massie cuts. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A clean 1, narrowly. He has written Israel legislation — the bill giving Americans who fight in the Israeli army the protections of U.S. servicemembers, and a 2022 Appropriations Committee amendment barring federal funds for the U.N. Human Rights Council’s Commission of Inquiry into Israel — and used his Rules Committee seat to carry Israel and ICC-sanctions measures to a vote, on top of a zero-daylight voting record with no concern for Palestinian civilians in his own words. Counter-case: a 1/2 if a benefits bill that never left subcommittee and one committee amendment, plus procedural work that falls to whichever Rules Committee member is assigned, is read as too thin for leadership.
