Tier 4, “Critical / conditions aid”
A long-standing, vocal critic of Israel who names the war a genocide in his own voice: 'What is happening in Gaza is genocide. U.S. military support for genocide in Gaza must end. NOW!' (July 2025). He cosponsors both the Block the Bombs Act and Tlaib's H.Res.876 genocide-recognition resolution, voted against the April 2024 Israel aid supplemental, then co-signed a 19-member statement saying “We believe strongly in Israel’s right to self-defense” and “All of us support strengthening the Iron Dome and other defense systems,” voted against the 'river to the sea' resolution, and co-led a Gaza humanitarian letter. His concrete arms measure is offensive-only — Block the Bombs spares Iron Dome — and he backs no full embargo, BDS, or anti-Zionist position — though he is an original cosponsor of Tlaib's H.Res.1289, the 2026 Nakba and right-of-return resolution; an Oct 2025 post also muddied his framing, saying “Hamas is responsible for the ongoing genocide being undertaken by the State of Israel.” In 2024 he signed letters urging the State Department to affirm U.S. opposition to the forced displacement of Palestinians from Gaza (January), backing refugee status for Gazans with U.S. citizen or permanent-resident relatives (June) and urging sanctions on Israeli ministers Smotrich and Ben-Gvir over incitement of settler violence (October); in 2025, letters demanding answers on the detentions of the student activists Mahmoud Khalil and Rümeysa Öztürk (March) and Mohsen Mahdawi (April), condemning the Israeli government’s use of starvation as a weapon in Gaza and rejecting the U.S.-backed Gaza Humanitarian Foundation (Tlaib’s 19-signer letter, June), urging Secretary Rubio to press Israel to allow a surge of aid into Gaza, above all infant formula (August), and opposing West Bank annexation with most House Democrats (September). In August and September 2026 Johnson signed Tlaib’s letter demanding the release of 20-year-old US citizen Sama Safi from Israeli military detention, the Dexter–Ruiz letter seeking the release of Gaza pediatrician Dr. Hussam Abu Safiya from Israeli detention without charge (Sep 8) and a 72-member letter urging Netanyahu to contain settler violence in the West Bank and “halt further settlement approvals” (Sep 24). Johnson signed the 27-member statement led by Jim McGovern explaining the July 15, 2026 Massie Aye, which says existing human rights conditions on US security assistance “have not been meaningfully enforced.” On October 5, 2026 he cosponsored the Stop the Settlements Act (H.R.10642), which would sanction those who build or expand Israeli settlements in the West Bank and Gaza and ban imports of settlement goods. On Oct 8 he signed the Tlaib–Green letter seeking the release of Ya’akub Ira Vijandre, a DACA recipient held by ICE for a year, which says DHS has cited “his advocacy for Palestine” among its grounds for holding him. In late May 2016 he and his wife, DeKalb County Commissioner Mereda Davis Johnson, made a six-day trip to Ramallah and Jerusalem with a handful of other House Democrats, hosted by the Palestinian organization MIFTAH with the American Global Institute and billed as meetings with Palestinian officials and business and community leaders. In 2016 Israel’s Coordination and Liaison Administration also refused him, Mark Pocan and Dan Kildee entry to Gaza, and in April 2018 the three wrote to Ambassador Ron Dermer asking to be let in. In June 2026 Johnson signed a letter to Secretary of State Marco Rubio, led by Reps. Becca Balint and Joaquin Castro, on Israel’s operations in southern Lebanon, saying Israel’s “targeted, mass destruction of civilian homes and infrastructure does not constitute Israeli self-defense” and asking that, if U.S.-origin arms were confirmed in those operations, the administration “stop arms transfers being used in these operations until these violations cease”; the letter also affirmed that “Israel has a right to defend itself.”
A 4. He names the genocide in his own voice, repeatedly — “What is happening in Gaza is genocide. U.S. military support for genocide in Gaza must end. NOW!” (July 2025) — and backs it with acts: Block the Bombs, the H.Res.876 genocide resolution, a Nay on the April 2024 aid package aimed at Israel’s Gaza war, and an Aye on the July 2026 Massie amendment to strip Israel’s military financing, explained in the 27-member statement he signed. As an original cosponsor of Tlaib’s 2026 Nakba resolution (H.Res.1289), he is on record for the Palestinian right of return, a position that questions Israel’s legitimacy and reaches toward the Tier 6 end. What holds him at 4 is a pro-Israel act in office during the genocide: in October 2023 he was an original cosponsor of the “Standing with Israel” resolution (H.Res.771) and voted for it. Beside it, in April 2024 he co-signed a statement that “All of us support strengthening the Iron Dome,” in July 2025 he voted to keep Israel’s missile-defense funding, and his arms bill is offensive-only. Counter-case: 4/5, on the right of return beside the genocide in his own words and his call to end U.S. military support for it.
