Harriet Hageman

R · U.S. Senate, Wyoming · Tier 1/2

Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

A reliable pro-Israel Republican whose signature is domestic (Wyoming energy, public lands, Trump loyalty) rather than Israel. She voted for the Nov 2023, Feb 2024 and April 2024 Israel aid packages, voted to censure Rep. Tlaib over her “river to the sea” video, and calls Israel “our strongest ally in the Middle East” and has praised the Trump-brokered Abraham Accords. She has a First Amendment streak, though: she initially declined to censure Tlaib on free-speech grounds, voting for the second censure only after Tlaib, in her words, “escalated her rhetoric beyond what is acceptable for a member of Congress,” and voted against the Antisemitism Awareness Act over IHRA/free-speech concerns. Now running for the open Wyoming Senate seat (Trump-endorsed). Asked in iVoterGuide’s 2026 primary questionnaire whether the U.S. relationship with Israel is important, Hageman answered: “Israel values freedom, education, free speech, and democratic governance and is our strongest ally in the Middle East. It is vitally important that we continue to support their fight against Islamic terrorists.” In January 2024 she signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A 1/2. She voted for all three Israel aid packages of 2023–24, for H.R.8369 to force delivery of the paused bomb shipment (she was an original cosponsor), for both ICC-sanctions bills, the “river to the sea” and anti-Zionism resolutions and the September 2026 anti-boycott bill, and against the July 2026 Massie amendment. She calls Israel “our strongest ally in the Middle East” and has praised the Abraham Accords. But she has written no Israel legislation and her signature issues are domestic, so nothing marks her as a leader for a clean 1, and no concern for Palestinian civilians appears in her statements, so a flat 2 does not fit. Her Nay on the Antisemitism Awareness Act and her first defense of Tlaib’s speech, as a self-described “First Amendment absolutist,” were free-speech positions, not criticism of Israel, and her Yea on the anti-boycott bill shows that principle stopped short of boycotts of Israel.
