Hilda Solis
D · U.S. House, CA-38 · Tier 2
Tier 2, “Mainstream pro-Israel”
In the House (2001–09) she mostly voted the pro-Israel line — Yea on the 2006 Palestinian Anti-Terrorism Act, on the July 2006 resolution backing Israel's right to defend itself during the Lebanon war, and on the 2007 resolution condemning a British academic boycott of Israel — but she answered Present on the May 2002 solidarity-with-Israel resolution and voted Nay, one of 45, on the July 2004 resolution deploring the International Court of Justice's opinion on Israel's separation wall. As a Los Angeles County supervisor she voted on October 17, 2023 for the Board’s resolution “in support of the State of Israel” condemning Hamas, and seconded and voted for Supervisor Holly Mitchell’s resolution calling on “the Israeli Defense Forces and Hamas to abide by humanitarian law” and “to prioritize the protection of innocent Palestinian and Israeli civilians,” which also said “Israel has the right to defend itself” and urged the Biden administration “to promptly send and facilitate the entry of humanitarian assistance into Gaza”; both passed 5–0. No statement in her own words on Israel or Gaza was found from her years as a county supervisor or in her 2026 campaign. A former Labor Secretary, she faces Republican Pedro Casas in CA-38.
A 2, low confidence, on a record more than seventeen years old. Her House votes put her inside the pro-Israel mainstream — the 2006 Lebanon-war resolution, the Palestinian Anti-Terrorism Act, the anti-boycott resolution — but two contested departures, Present in 2002 and Nay on the 2004 ICJ resolution, are real daylight, which is why she sits at 2 rather than 1/2, though that daylight is in votes; the words of concern for Palestinian civilians on her record are a unanimous 2023 county resolution she seconded, which also affirmed that “Israel has the right to defend itself.” Since 2009 the record found is those two unanimous county resolutions of October 2023, and she did not vote on the January 2009 Gaza-war resolution. Counter-case: 1/2, since none of the departures is in her own words; or NR, since apart from two county resolutions in its first ten days, the record predates the genocide by a decade and a half.
