Tier 1, “Firmly pro-Israel”
Retired Marine lieutenant general who wrote H.Res.411 (May 2025), a bipartisan resolution calling for expanded U.S.-Israel defense cooperation and Israel’s qualitative military edge — “This resolution makes clear that Israel’s security is America’s security” — and who, four days after October 7, introduced H.Res.772 to censure Rashida Tlaib, saying “There is no moral equivalence between Israel defending itself and Hamas attacking innocent Israeli civilians” (Oct 2023). He voted for the 2023–24 aid supplementals, H.Res.894, the Antisemitism Awareness Act (whose 2025 version he cosponsored), H.R.8369 against the 2024 arms pause (as an original cosponsor), ICC sanctions (2024 and 2025), the June 2024 amendment barring State Department use of Gaza Health Ministry casualty figures and the September 2026 anti-boycott bill, and against the 2025 Greene and 2026 Massie cuts. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.
A clean 1. He writes Israel legislation rather than only voting for it: the 2025 resolution on deepening U.S.-Israel defense cooperation, which he introduced with Democratic and Republican co-leads, and the October 2023 resolution to censure Tlaib over her response to the attack, introduced before the House’s own censure. His statements stay inside the self-defense frame and no statement of concern for Palestinian civilians surfaced. Counter-case: a 1/2 if neither measure counts for much on its own — H.Res.411 never left committee, and the Tlaib resolution was superseded by the censure the House adopted in November 2023.
